California Gov. Gavin Newsom renewed his call to invoke the 25th Amendment against President Donald Trump after the president made controversial remarks involving Los Angeles and San Diego, as reported by Fox News.

Newsom declared Trump “mentally ill” as the political feud between the two men continued.

“Donald Trump is mentally ill. TIME FOR THE 25TH!” Newsom said in statements provided to multiple media outlets.

The Democratic governor issued the demand after Trump referenced the two California cities while discussing Iran during a campaign rally in Grand Island, Nebraska, on Monday. The appearance took place at the Pinnacle Bank Expo Center on the Nebraska State Fairgrounds.

“They can take out a city. Let them take out Los Angeles. Let them take out San Diego,” Trump said. “This is a very small price to pay.”

Newsom responded on X by calling the president “deranged and dangerous.” The latest clash added another chapter to the feud between Newsom and Trump during the president’s second term.

It was not the first time Newsom reached for the 25th Amendment as a political weapon against Trump. In July, the California governor said Trump’s election integrity speech represented a “legitimate 25th Amendment moment.”

Newsom also described that speech as “the rambling of a mad king.” His earlier demand brought sharp criticism from Republicans who accused Newsom and other Democrats of embracing a glaring double standard.

Those Republicans pointed to Democratic support for former President Joe Biden while he was in office and facing questions about his age and cognitive fitness.

Newsom’s repeated effort to raise the 25th Amendment has revived that same partisan dispute.

The 25th Amendment was ratified in 1967 and establishes a process for declaring that a president cannot discharge the powers and duties of the office.

The vice president and a majority of the Cabinet can make that declaration.

The amendment also allows another body designated by Congress to participate in that process.

Newsom’s comments came as House Democrats unveiled legislation to examine removing Trump through the 25th Amendment.

The White House rejected the interpretation Newsom placed on Trump’s remarks. It said Trump was arguing that American cities could have faced threats from Iran if Tehran had obtained a nuclear weapon.

White House communications director Steven Cheung said the resulting “media freakout” was “not rooted in reality.”

Cheung said Trump “was clearly stating U.S. cities would have been threatened if a nuclear Iran hadn't been stopped.”

“America is safer because of the President. Iran has no nuclear, no navy, no air force, and no money,” Cheung said.

Trump’s comments came during a discussion about the costs associated with the conflict with Iran.

He told the Nebraska crowd that Americans were paying a “small price ... for keeping the world safe, keeping our country safe,” before turning to the potential danger facing American cities.

The disagreement centered on whether Trump was inviting harm against Los Angeles and San Diego or describing what could have happened if Iran obtained a nuclear weapon.

Newsom chose the first interpretation, while the White House forcefully argued for the second.

Separately, Sunny Hostin called Tuesday for using the 25th Amendment against Trump. She suggested the Cabinet could take that step if Republicans lose control of Congress.

Newsom and Trump have repeatedly feuded during Trump’s second term. They were also photographed shaking hands in Los Angeles on Jan. 24, 2025.

Fox News Digital contacted Newsom’s office and the White House regarding the latest dispute.

Neither office immediately provided a response to that outreach, though Cheung had already issued the White House’s public explanation of Trump’s comments.
